The Northbound takeaway

Use a policy decision to define a measurement window, not to supply the answer.

The event

On 29 October 2025, the Bank of Canada reduced its policy rate to 2.25%. The announcement is an observable event. Its effect on attitudes, awareness or purchase plans cannot be inferred from the rate change alone.

Ask about exposure

Households and organizations encounter borrowing costs in different ways. Before asking whether a decision changed behaviour, establish whether respondents know about it and whether it affects a financial decision they face. A person without an imminent borrowing decision may respond very differently from someone considering one.

Our research lens

A before-and-after design should disclose interview dates and acknowledge other events that occurred during the same period. Even a measured shift would not automatically establish that the announcement caused it. Our preference is to report what moved, what stayed stable and which alternative explanations remain plausible. This note offers an analytical framework; it does not report a Northbound survey.

Evidence note. This retrospective was first published on 25 October 2026. Its period label refers to the underlying event or data, not an earlier publication. Source material may include final figures published after the period covered. Northbound’s interpretation is identified separately from reported findings. Read our publication policy.
