The Northbound takeaway

Separate the direction of sentiment from the level of intended activity.

What the Bank reported

The Bank of Canada’s third-quarter 2025 Business Outlook Survey described gradual improvement in sentiment alongside subdued sales, hiring and investment intentions. Most interviews took place between 7 August and 3 September, before the removal of certain Canadian counter-tariffs was announced.

Improvement has a starting point

A less negative assessment can be an improvement without being an expansion signal. Our interpretation is that a report should show both the change and the underlying level. Describing only the direction can make a cautious business environment sound stronger than the evidence supports.

What a market study should add

For a specific sector, ask about actual orders, the next planned investment and conditions that would change the decision. Distinguish routine maintenance from added capacity. A broad business survey supplies context, while a category-specific study tests the commercial opportunity. Northbound did not field the Bank’s survey and does not present these findings as its own.
